Police Executive Research Forum Reviews Cleveland Division of Police: Finds the Division’s Policies and Procedures “Sound and Comprehensive”.

The Police Executive Research Forum, or PERF, is a nonprofit organization. PERF is a police research organization and a provider of management services, technical assistance, and executive-level education to support law enforcement agencies. PERF helps to improve the delivery of police services through the exercise of strong national leadership, public debate of police and criminal justice issues and research and policy development. The forum is based in Washington DC.

In 2011, Chief Michael McGrath recommended that the Cleveland Division of Police hire PERF to study the Division’s policies and training regarding the use of force as well as the procedures for reporting and investigating the use of force. The Chief felt it was time to have an outside, highly respected entity review our policies and investigations in comparison to national standards.

This study was not contracted for any particular incident. It is in the best interest of the Division of Police to stay up to speed relative to policies and training and that is what we will continue to do.

The PERF study was conducted in two phases. In Phase One, PERF’s subject matter experts reviewed the Division’s written policies and procedures related to the use of force. In Phase Two, PERF evaluated how the Division currently manages department processes that affect use of force practices and the extent to which the Division has implemented use of force policies, procedures, directives and training.

The Division worked closely with the members of PERF to review existing policies, deliberate on potential use of force policy changes, review and discuss recommended changes and review and formalize policy changes. Just last week, the Division of Police received the completed “Use of Force Policy and Practices Study” from PERF. Overall, PERF found the Division’s policies to be sound.

It is important to see law enforcement and policing as an ever evolving process. What works today may not work tomorrow and staying up to date and up to speed with national practices is in the best interest of not only the officers patrolling the streets, but in that of the community as a whole. The Division of Police will continue to review and upgrade our practices as necessary in order to provide the best service to the citizens whom we serve.
